Kind of reminds me of Linux Mint, where you had the ability to move the Menu to the center of the panel/taskbar.
Great design overall, though I wouldn't exactly agree with *Windows* going through a big change like this... Though I'd love to use another operating system with this look, at least if it has a different name. I hope to be at your level of creativity some day.
